Japan and Peacekeeping

Japan's attitude towards peacekeeping has been shaped less by its foreign policy interests than by the turbulence of Japanese domestic politics and the legacy of Japanese militarism. At the end of the Second World War, Japan was determined to avoid being dragged into any international problem that might suggest Japan would have to bear arms. Moreover, eager to avoid the resurgence of right-wing militarism, the Japanese have walked a fine line between an explicit commitment to both the United Nations and global peace on the one hand, and peacekeeping operations on the other.

Japan was admitted to the United Nations in 1956, but has been either unable or reluctant to play a full part in its peacekeeping operations. Japan's approach has revealed a fundamental strain between a general commitment to the UN and a resolute unwillingness to use force in realising the UN's vision. The tension originates with the 1947 constitution, and Article 9 – the so-called 'peace provision' – in particular that prevented Japan from using force or the threat of force as an instrument of policy:

Aspiring sincerely to an international peace based on justice and order, the Japanese people forever renounce war as a sovereign right of the nation and the threat or use of force as a means of settling international disputes.

In order to accomplish the aim of the preceding paragraph, land, sea, and air forces, as well as other war potential, will never be maintained. The right of belligerency of the state will not be recognised.34
